ART TREES vs Verra JNR

Updated · 4 min read · By the akar.earth specialist team

ART TREES vs Verra JNR for jurisdictional REDD+: who can apply, nesting, HFLD, registries, CCP status and what Indonesian provinces should consider.

Choose ART TREES when a national or provincial government wants to sell jurisdiction-wide REDD+ results to sovereign, compliance-oriented or high-integrity buyers, and is ready to own the accounting. Choose Verra’s Jurisdictional and Nested REDD+ (JNR) framework when the jurisdiction wants to integrate existing or new private projects through nesting, or when project developers need a clear path to sit inside a jurisdictional baseline. In Indonesia, the choice is ultimately a government decision under Perpres 110/2025 and forestry carbon rules, not a developer’s.

Key differences

Who participates. ART TREES deals only with jurisdictions. Every jurisdictional program, VVB and credit owner needs an ART Registry profile, and approval usually takes one to two weeks once documents are complete. Verra JNR offers scenarios ranging from jurisdiction-only crediting to jurisdictional baselines that are allocated to projects which are credited themselves.

Nesting. This is the practical difference for Indonesia. Many existing Indonesian REDD+ projects already hold VCS registrations. JNR provides a Verra-native route to reconcile those projects with a provincial baseline. Under ART, a province would need its own arrangement to recognise and reward projects. See nesting projects in jurisdictions.

HFLD. ART’s HFLD crediting lets jurisdictions with high forest cover and low historical deforestation earn credits. This is relevant to parts of Papua and other high-forest areas. ICVCM has required remedial actions for the TREES v2.0 HFLD level, so check the TREES 3.0 status before relying on CCP labels.

Registry and finance links. The ART Registry can reissue FCPF and ISFL credits after cancellation in the World Bank CATS registry. That matters for jurisdictions that have already been in World Bank results-based programs, such as East Kalimantan under the FCPF Carbon Fund.

When each fits in Indonesia and Southeast Asia

  • Province-level programs with strong government ownership and a goal of sovereign or compliance-grade sales: ART TREES is a natural reference point.
  • Provinces with many existing VCS projects (for example in Central Kalimantan or Riau peat landscapes) that need reconciliation: JNR’s nesting scenarios are designed for this.
  • National accounting. Indonesia’s FOLU Net Sink 2030 target and any corresponding adjustments shape what can be sold abroad. Jurisdictional crediting under either standard must fit national authorisation.
  • Elsewhere in SEA: Cambodia contributed 37.0% of regional NbS issuance, mostly REDD+, and faces the same project-versus-jurisdiction question.

Cost and effort considerations

We do not quote fees. Both routes are effort-heavy for governments:

  • Data: jurisdiction-wide forest monitoring, consistent with the national forest reference level and robust to cloud cover. See remote sensing for biomass.
  • Safeguards: both require safeguard reporting. TREES has its own safeguards requirements; JNR requires consistency with Cancun safeguards and stakeholder processes.
  • Benefit-sharing: designing who receives what share, including social forestry and customary groups named in Permenhut 6/2026, takes time and legal work. See benefit-sharing.
  • Project reconciliation: under JNR, effort shifts to allocating baselines to nested projects and resolving overlaps.

Common misconceptions

  • “ART TREES is a project standard.” It is not. Projects cannot register directly.
  • “JNR is only for Verra projects.” JNR credits jurisdictions too; nesting is an option, not a requirement.
  • “HFLD credits are the same as REDD+ reductions.” HFLD rewards maintaining low deforestation and has faced separate integrity scrutiny.
  • “Jurisdictional crediting ends project-level REDD+.” The two can coexist through nesting; see project-level vs jurisdictional REDD+.

Frequently asked questions

Can a private project register under ART TREES?

No. ART TREES credits jurisdictions, meaning national governments or large subnational units. Projects can benefit only through a jurisdiction's internal benefit-sharing or nesting arrangements. Verra JNR has explicit scenarios for nesting projects.

What is the latest version of ART TREES?

ART released TREES 3.0 on 25 June 2026, building on four years of experience with 26 participating programs. Check the ART website for transition rules from version 2.0.

Are ART TREES HFLD credits CCP-labelled?

ICVCM required remedial actions for the TREES v2.0 HFLD and removals crediting levels. It reported that 58.4 million HFLD credits had been issued and none were eligible for CCP labels at that time.

Can FCPF credits move to the ART Registry?

Yes. The ART Registry supports reissuance of World Bank FCPF and ISFL credits once they are cancelled in the World Bank's CATS registry.
