ARR vs REDD+: Which Project Type Fits Your Land

Updated · 4 min read · By the akar.earth specialist team

ARR vs REDD+ for Indonesian land: which project type fits your land condition, threat, tenure and buyers, with methodologies, timelines and risks compared.

Choose ARR (afforestation, reforestation and revegetation) when your land is degraded, deforested more than ten years ago, or under non-forest use, and you can establish and protect trees for decades. Choose REDD+ when your land is still forested and faces a credible, documented threat of deforestation or degradation that the project can stop. The land’s current state and its history decide the project type more than any market preference.

Key differences

Removals versus avoidance. ARR credits represent carbon drawn down by growing trees. REDD+ credits represent emissions that would have happened had the forest been cleared. Buyers following net-zero guidance often want removals for residual emissions; others buy avoidance to finance forest protection. See removals vs avoidance.

Where the uncertainty sits. ARR uncertainty is about growth: species, survival, site quality and future harvest. REDD+ uncertainty is about the counterfactual: how much forest would have been lost. Verra’s VM0048 moved REDD+ baselines to jurisdictional allocation to reduce that uncertainty. VM0047’s area-based approach uses a dynamic performance benchmark from control plots to avoid crediting natural regrowth.

Cash flow. REDD+ can generate revenue early. ARR has years of negative cash flow before significant issuance, which is why carbon prepayment finance is common for ARR.

Track record in Indonesia. Indonesia contributed 59.3% of Southeast Asian NbS issuance under VCS and Gold Standard to April 2025, mostly REDD+. ARR is growing but from a smaller base.

When each fits in Indonesia and Southeast Asia

Ask four questions about your land:

  1. Is it forest today? If yes, look at REDD+ or improved forest management. If no, look at ARR.
  2. When was it last cleared? Clearing within ten years usually excludes ARR. See the 10-year rule.
  3. Is there a real threat? Forest next to expanding oil palm, mining or settlement in Kalimantan, Sumatra or Papua may support REDD+. Remote, stable forest may not, unless a jurisdictional HFLD route applies.
  4. What tenure do you hold? PBPH restoration licences, social forestry permits (perhutanan sosial) and customary forests (hutan adat) each have rules. Permenhut 6/2026 names social forestry, customary forests and communities as legitimate, equal participants in forestry carbon trading.

Typical fits:

  • Degraded mineral land, former plantations, alang-alang grassland: ARR.
  • Smallholder agroforestry (coffee, cocoa, rubber): ARR, often as grouped projects. See the agroforestry hub.
  • Drained or threatened peat swamp forest: REDD+ plus peat rewetting modules.
  • Mangroves: both are possible; see mangrove vs terrestrial carbon.

Cost and effort considerations

We do not quote per-hectare costs because they vary widely by site and design. The drivers differ:

  • ARR: seedlings, planting labour, fencing or fire control, replanting after mortality, multi-year maintenance, plus plot measurement. See ARR project costs.
  • REDD+: patrols, community livelihood programs that address drivers, legal work on tenure and baseline analysis.
  • Both: validation, verification, registry fees, and repeated field data collection. Use our ARR carbon estimator or the project eligibility quiz for a first screen.

A quick decision path

If the land has had no forest for more than ten years, start with ARR. If it is forest today and you can document who is clearing it, why and how fast, look at REDD+. If it is forest but nobody threatens it, neither project type may work at project level, and a jurisdictional route or improved management may fit better.

Common misconceptions

  • “REDD+ credits are junk.” Some legacy baselines were inflated. Newer methodologies, jurisdictional baselines and ratings separate quality; BeZero’s 11 rated ex-post Indonesian projects average ‘A’.
  • “ARR is always high quality.” Poor survival, monoculture on unsuitable land or ignored harvest cycles can undermine ARR too.
  • “You can clear land and then replant for credits.” The ten-year rule exists to prevent exactly this.
  • “Small landholders cannot participate.” Grouped projects let many smallholders join one ARR project.

Frequently asked questions

Can one project do both ARR and REDD+?

Yes. Some projects protect standing forest and replant degraded areas within the same landscape. Under Verra this usually means applying more than one methodology with separate accounting areas and monitoring.

Which earns credits faster, ARR or REDD+?

REDD+ can generate credits from the first monitoring period because avoided emissions start at once. ARR credits build as trees grow, so early volumes are small and rise over years.

Do buyers pay more for ARR removals?

Many buyers prefer removals for net-zero claims, and removal credits often attract a premium over avoidance credits. Price still depends on methodology, rating and co-benefits.

What land is not eligible for ARR?

Land that was cleared of native forest or other native ecosystems in the ten years before the project start is generally not eligible under VCS ARR rules. Land that is already forest suits REDD+ or improved forest management instead.
