Rating agency: Definition
What is a carbon credit rating agency? How independent raters grade project quality, how ratings affect price, and what Indonesian ratings show.
A rating agency, in carbon markets, is an independent company that assesses carbon projects and gives their credits a quality rating, usually on a letter scale, based on the likelihood that each credit represents one real tonne of avoided or removed CO2. Examples include BeZero, Sylvera, Calyx Global and others.
Why it matters
Standards set minimum rules, but quality varies a lot between projects that pass them. Ratings help buyers compare credits, set procurement thresholds and price risk. They now influence trading: BeZero reports prices rising about 40% per rating band. For developers, a strong rating can open better offtake terms and investor interest.
How ratings are made
- Review of project documents, methodology and monitoring data.
- Independent analysis of additionality, baseline, overcrediting risk, leakage, permanence and policy environment.
- Remote sensing checks of forest cover and change.
- A letter rating and a published summary, updated as new data arrives.
Methods differ between agencies, so the same project can get different grades. See credit ratings agencies for a comparison.
Indonesia and Southeast Asia angle
BeZero has rated 11 ex-post Indonesian projects, with an average rating of ‘A’, compared with ‘B’ as the most common rating for nature-based projects elsewhere. Yet Indonesian credits still trade at a fraction of real abatement cost, held back by regulatory uncertainty and restrictive compliance eligibility. Strong ratings are a selling point, but they do not fully offset the market discount. See carbon credit pricing.
Developers can engage raters early. Some offer pre-issuance or ex-ante ratings that flag design weaknesses before validation, when they are still cheap to fix.
Common mistakes
- Treating a rating as permanent; it can be downgraded.
- Comparing letters across agencies as if scales were identical.
- Ignoring the published rationale and only reading the grade.
- Assuming ex-ante ratings carry the same weight as ex-post ones.
Buyers should use ratings as one input in due diligence.
Frequently asked questions
Do ratings affect carbon credit prices?
Yes. BeZero data shows prices rising about 40% between rating bands. One Indonesian peatland project's credit prices nearly doubled after an upgrade from A to AA in February 2025.
Is a rating the same as the CCP label?
No. The CCP label is a pass/fail integrity threshold from the ICVCM. Ratings grade relative quality and risk, so two labelled credits can have different ratings.
