BioCarbon Standard (BCR) Overview
BioCarbon Standard BCR explained: what the program certifies, land-use focus, ICVCM position and practical fit for forest carbon projects in Indonesia.
The BioCarbon Standard (BCR) is a voluntary carbon certification program that began in Colombia and certifies land-use, forestry and other mitigation projects through its own rules and registry. It has grown beyond Latin America, but for Indonesian projects its main questions are buyer acceptance, auditor availability and the fact that it is not, on the evidence we reviewed, a CCP-Eligible program.
What BCR is
BCR operated for years as the BioCarbon Registry and now presents itself as the BioCarbon Standard. Like Cercarbono, it grew with Colombia’s carbon tax, which allowed liable companies to use certified offsets. It has since sought international buyers and projects outside Latin America.
BCR provides:
- A standard with general rules on eligibility, additionality, baselines, leakage, permanence and safeguards.
- Methodologies for land-use and other sectors, some developed in-house.
- A registry that records issuance and retirement of serialised credits.
We have not verified BCR’s current version numbers, unit name or methodology versions. Download current documents from BCR before any feasibility work.
Where BCR sits among programs
| Feature | BCR | Verra VCS |
|---|---|---|
| Origin | Colombia | International |
| Land-use coverage | Yes, including forestry | Yes, including ARR, REDD+, blue carbon, agriculture |
| ICVCM program status | Not listed as CCP-Eligible in decisions we reviewed | CCP-Eligible |
| Southeast Asian track record | Limited | Dominant |
| Buyer recognition in Asia | Growing but limited | High |
Southeast Asia issued 129 million nature-based credits under VCS and Gold Standard to April 2025. BCR is not part of that figure, which shows how concentrated regional supply is in the two largest programs.
Who uses it
- Latin American developers with domestic and regional buyers.
- Developers outside Latin America looking for alternative programs or faster processes.
- Buyers whose policies accept non-CCP programs, for example for contribution claims rather than offsetting.
Key requirements
At the level of structure, BCR follows the familiar project cycle:
- Project document with boundaries, baseline, additionality and monitoring plan.
- Public consultation and stakeholder engagement.
- Validation by an approved validation/verification body.
- Monitoring and verification of each period.
- Issuance after deductions for uncertainty, leakage and non-permanence.
For forest and ARR projects, compare BCR’s land-use methodology with VM0047 on measurement burden, baseline approach and buffer rules. The differences can change credit volumes significantly.
How it applies in Indonesia and Southeast Asia
Indonesian developers should test four questions before choosing BCR:
- Domestic recognition. Perpres 110/2025 is the legal anchor and exchange-traded units must be recorded in SRUK. Check whether BCR units can be recognised in Indonesia, including under any mutual recognition arrangement.
- Community participation. Permenhut 6/2026 names social forestry, customary forests and communities as legitimate participants. Any program must support Indonesian benefit-sharing and consent processes.
- Buyer screening. Buyers increasingly ask for the CCP label and for ratings. BeZero’s average rating for Indonesian NbS projects is ‘A’, with prices about 40% higher per band. A program without CCP access cuts off part of that premium.
- Auditors. Check how many BCR-approved VVBs operate in Indonesia and what that means for cost.
Our feasibility and eligibility work compares programs on these points with your site data.
How to test BCR against alternatives
A structured comparison avoids choosing on familiarity alone:
| Test | What to compare |
|---|---|
| Methodology fit | Eligibility conditions, carbon pools, baseline approach |
| Credit volume | Modelled credits after uncertainty, leakage and buffer deductions |
| Cost | Program fees, VVB cost and travel, monitoring frequency |
| Buyer demand | Letters of intent or offtake interest by program |
| Integrity signals | CCP status, ratings coverage, public registry data |
Run the same site data through each option. Differences in deductions alone can move credit volumes by a meaningful share.
Common pitfalls
- Assuming equivalence. Not all programs are treated the same by buyers, ratings agencies or regulators.
- Ignoring CORSIA and Article 6. If units may serve compliance uses, check eligibility and host-country authorisation separately.
- Outdated methodology versions. Smaller programs update methodologies frequently.
- Weak field data. Program choice does not reduce the need for robust plots, allometry and remote sensing.
Relationship to ICVCM CCP status
The CCP label needs two ticks: a CCP-Eligible program and a CCP-Approved methodology. BCR was not in the list of CCP-Eligible programs in the ICVCM decisions we reviewed (ACR, ART TREES, CAR, Equitable Earth, Gold Standard, GCC, Isometric, Puro.Earth, Rainbow and Verra). ICVCM expects its program application platform to reopen in April 2027. Read Core Carbon Principles.

Frequently asked questions
What is the BioCarbon Standard (BCR)?
The BioCarbon Standard, formerly known as BioCarbon Registry and abbreviated BCR, is a voluntary carbon certification program that began in Colombia. It certifies land-use and other mitigation projects and runs a registry for its credits.
Is BCR CCP-Eligible under ICVCM?
BCR was not among the programs ICVCM listed as CCP-Eligible in the decisions we reviewed. Check the ICVCM assessment status table for any change.
Does BCR certify REDD+ and reforestation?
BCR has land-use methodologies, including forestry activities. Check BCR's current methodology list and versions before designing an Indonesian project around them.
