Verra VCS Program Explained

Updated · 4 min read · By the akar.earth specialist team

Verra VCS program explained for Indonesia: how the Verified Carbon Standard works, current rule versions, project cycle, VCUs and ICVCM status.

The Verra VCS program (Verified Carbon Standard) is the world’s largest voluntary carbon crediting program: projects that pass independent validation and verification are issued Verified Carbon Units (VCUs), one per tonne of CO2e. For Indonesia it is the dominant route for forest carbon, covering most of the REDD+ and ARR credits issued in Southeast Asia.

What the VCS program is

Verra is a non-profit standard-setter. The VCS Program is its carbon crediting program, sitting alongside other Verra standards such as the CCB Standards and SD VISta. Verra’s homepage reports more than 1.3 billion VCUs issued, more than 2,579 VCS projects and use in more than 132 countries.

The program is a rulebook plus a registry. The rulebook sets general requirements (the VCS Standard), methodology rules (the VCS Methodology Requirements), and land-specific tools such as the AFOLU non-permanence risk tool. The Verra Registry records project listings, issuance, transfer and retirement with unique serial numbers.

Current rule versions

Verra moved its core documents to version 5.0 in late 2025. Versions matter because a validator checks your design against the version in force.

DocumentCurrent versionNote
VCS Standardv5.0, issued 16 December 2025v4.7 stays active until 1 July 2027
VCS Methodology Requirementsv5.0, issued 16 December 2025v4.4 stays active until 1 July 2027
Geolocation File Requirementsv5.0, issued 9 June 2026Applies to project boundary files
JNR framework documentsv4.1, updated 19 August 2024Used for nested and jurisdictional REDD+

Check the Verra website before you start a project description. Transition rules decide which version you can use, and they change.

Who uses it

  • Project developers running ARR, REDD+, improved forest management, blue carbon and agricultural soil projects.
  • Buyers and traders who want a liquid, widely recognised unit.
  • Investors and rating agencies who rely on public registry documents for due diligence.

In Southeast Asia, VCS and Gold Standard together issued 129 million nature-based credits to April 2025, about 22% of global NbS issuance. Indonesia accounted for 59.3% of the regional total and Cambodia 37.0%, mostly REDD+.

Key requirements

Every VCS project follows the same broad cycle, described in detail on our VCS registration process page:

  1. Methodology choice. Land projects mostly use VM0047 for ARR, VM0048 for REDD+, VM0033 for tidal wetlands and VM0042 for agricultural land.
  2. Project description (PDD). Boundaries, start date, baseline, additionality, leakage, monitoring plan and safeguards.
  3. Pipeline listing and public comment. The project appears on the registry as under development or under validation.
  4. Validation by an accredited validation/verification body (VVB).
  5. Verification of each monitoring period, followed by VCU issuance.
  6. Buffer contribution. AFOLU projects deposit a share of credits into the Verra buffer pool based on their non-permanence risk score.

ARR projects must also show that native ecosystems were not cleared in the 10 years before the project start. See our guide to the land eligibility 10-year rule.

How it applies in Indonesia and Southeast Asia

Indonesian projects carry a double compliance load. Verra sets the crediting rules, while Indonesian law sets who may trade forest carbon, how units are recorded and when they can leave the country. Perpres 110/2025 is the current legal anchor. Exchange-traded units must be recorded in SRUK, which replaces SRN-PPI. Permenhut 6/2026 covers forestry carbon trading and names social forestry, customary forests and communities as equal participants.

Practical implications:

  • Land rights and the permit (for example a PBPH or a social forestry approval) must support carbon rights before validation.
  • Plan for registration in Indonesia’s national system as well as the Verra Registry. Our Indonesia regulatory navigation service covers this sequence.
  • Expect buyers to ask about authorisation and corresponding adjustments if credits may be used for Article 6 or CORSIA.

Common pitfalls

  • Starting under an old version. Grace periods close. VM0047 v1.0 projects, for example, had to be listed by 31 December 2025 and must request registration by 31 December 2026.
  • Weak land-tenure evidence. VVBs and Indonesian regulators both test it, from different angles.
  • Underestimating monitoring. Plot design, remote sensing and data management drive cost for the whole crediting period, not just validation.
  • Treating legacy REDD+ methods as current. New REDD+ projects use VM0048 with Verra-allocated baselines. Check Verra for the status of older methods such as VM0007.

Relationship to ICVCM CCP status

ICVCM lists Verra as a CCP-Eligible program. That is the first tick. The second tick depends on the methodology: VM0047 v1.0 and v1.1 and VM0042 v2.2 are among those approved. Verra notes that CCP labels also need project-level conditions checked at verification review. Read our explainer on the CCP label before you promise a labelled credit to a buyer.

Frequently asked questions

What is the Verra VCS program?

The Verified Carbon Standard (VCS) is the largest voluntary carbon crediting program, run by the non-profit Verra. Projects that pass independent validation and verification receive Verified Carbon Units (VCUs), each equal to one tonne of CO2e.

Which version of the VCS Standard applies in 2026?

Verra issued VCS Standard v5.0 on 16 December 2025. VCS Standard v4.7 remains active until 1 July 2027, so projects in transition should confirm with Verra which version applies to their stage.

Is Verra a CCP-Eligible program under ICVCM?

Yes, Verra's VCS Program is listed by ICVCM as CCP-Eligible. A credit still only carries the CCP label if it also comes from a CCP-Approved methodology and meets any project-level conditions.

Can Indonesian projects use Verra?

Yes. Indonesia supplies most of Southeast Asia's VCS nature-based credits. Projects must also comply with domestic rules under Perpres 110/2025, including registration in Indonesia's national systems, so plan both tracks together.
