Indonesian Carbon Regulatory Navigation

Updated · 2 min read · By the akar.earth specialist team

Indonesian carbon regulatory navigation: Perpres 110/2025, SRUK, IDXCarbon, Permenhut 6/2026 and OJK rules explained for your project or company.

Indonesian carbon regulatory navigation explains which national rules apply to your carbon project or company, what they require, and what to do next. The framework was re-based in 2025 and 2026: Perpres 110/2025, POJK 10/2026, SRUK, Permenhut 6/2026 and sector rules all changed how projects register, trade and share benefits.

Who it is for

  • Project developers deciding how to register forestry or blue carbon projects under Indonesian rules alongside Verra, Gold Standard or Plan Vivo.
  • Companies covered by, or preparing for, the domestic allowance system (PTBAE-PU) and IDXCarbon trading.
  • International buyers and investors who need to understand Indonesian authorisation, carbon ownership and corresponding adjustments.
  • Social forestry and customary forest groups exploring carbon under Permenhut 6/2026.

The problem it solves

Indonesian carbon rules have changed quickly. Perpres 110/2025 is now the legal anchor. POJK 10/2026 amends POJK 14/2023 and applies from 6 July 2026. Exchange-traded units must be recorded in SRUK, which replaces SRN-PPI. Permenhut 6/2026 sets forestry carbon trading procedures, and Permen LH/BPLH 11/2026 covers waste. Much official guidance arrives as socialisation events and Bahasa Indonesia texts, and secondary summaries are often out of date.

What we deliver

  • Regulatory map for your project or company: which rules apply, which ministry or authority is involved, and what each requires.
  • Pathway options: domestic registration, international standards, IDXCarbon trading, Article 6 authorisation, with trade-offs.
  • Carbon rights and benefit-sharing review for your land and licence type.
  • Compliance calendar of filings, reporting and registry steps.
  • Briefing memos in English for international boards and partners, with Bahasa Indonesia source references.
  • Update service: short notes when a relevant regulation changes.

How it works

  1. Intake. Your project or business model, land and licence type, and target market.
  2. Analysis. We read the primary regulation texts and current official guidance.
  3. Consultation. Where useful, informal checks with relevant agencies or your legal counsel.
  4. Memo and call. Findings, open questions and recommended steps.
  5. Follow-up. Optional updates as rules change.

What you provide

  • Project description, location, land documents and licences.
  • Your intended standard, buyer type and market (domestic, international or both).
  • Contacts for your legal counsel if one is engaged.

Typical timeline

A focused regulatory memo typically takes two to four weeks. Wider pathway analysis takes longer when several land types or business lines are involved.

Tools we use

AKAR Eligibility for land-status overlays such as forest estate and moratorium areas, and the AKAR Dashboard for tracking compliance tasks across a portfolio.

Questions we are often asked

  • Can a Verra-registered project in Indonesia sell credits internationally, and what authorisation does it need?
  • Who owns the carbon on a social forestry permit or a customary forest?
  • How do benefit-sharing rules affect project economics?
  • What changes for companies already trading on IDXCarbon under POJK 10/2026?

We answer from the primary texts where they are available, and say clearly where guidance is still pending.

Frequently asked questions

What is the main Indonesian law for carbon trading now?

Perpres 110/2025 is the current legal anchor for carbon trading. It replaced the earlier framework under Perpres 98/2021, and sector rules such as Permenhut 6/2026 for forestry sit under it.

Do carbon units have to be recorded in SRUK?

Carbon units traded on the Indonesian exchange must be recorded in SRUK, which replaces SRN-PPI. How international-standard credits interact with SRUK depends on the project and current guidance.

Can social forestry groups run carbon projects?

Permenhut 6/2026 names social forestry, customary forests and communities as legitimate, equal participants in forestry carbon trading. Procedures and benefit-sharing rules still need careful reading for each case.

Are you a law firm?

No. We give technical and regulatory guidance. Where you need a formal legal opinion, we work alongside your Indonesian legal counsel.
