SRN-PPI: The National Registry System and Its Transition
SRN-PPI explained: Indonesia's national climate change registry, its role under Perpres 98/2021, and how SRUK took over carbon unit recording in 2026.
SRN-PPI (Sistem Registri Nasional Pengendalian Perubahan Iklim) is Indonesia’s National Registry System for Climate Change Control. It records mitigation and adaptation actions and their results, and from 2021 until mid-2026 it was also the registry every traded carbon unit had to sit in; under POJK 10/2026 that carbon-unit role has passed to SRUK.
What SRN-PPI is
SRN-PPI is a government-run, web-based registry first operated by the former Ministry of Environment and Forestry (KLHK). It was built to give the government one picture of climate actions across Indonesia, so that mitigation results could be counted towards the NDC without being counted twice.
It records, at a high level:
- Mitigation and adaptation actions by government, business and communities.
- Their results, once measured and verified.
- Under the NEK framework, the carbon units derived from those results, such as SPE-GRK certificates and PTBAE-PU allowances.
Its role under the NEK framework (2021–2026)
Perpres 98/2021 made SRN-PPI the backbone of the carbon economic value system. Permen LHK 21/2022 then set out how actions and units were registered. In practice:
- Forest carbon projects had to register their mitigation actions in SRN-PPI.
- Verified results could be certified as SPE-GRK and recorded there.
- IDXCarbon, launched in September 2023, stated that a unit had to be registered in SRN-PPI and take the form of PTBAE-PU or SPE-GRK to be tradable. The exchange was connected to SRN-PPI to move units smoothly.
The 2026 transition to SRUK
The 2025–2026 reforms split the registry function:
| Function | Before 2026 | From 2026 |
|---|---|---|
| Climate action information | SRN-PPI | SRN-PPI |
| Recording of tradable carbon units | SRN-PPI | SRUK |
| Exchange listing condition | Registered in SRN-PPI | Recorded in SRUK |
| Legal anchor | Perpres 98/2021 | Perpres 110/2025 |
POJK 10/2026, applying from 6 July 2026, states that carbon units traded on the exchange must be recorded in SRUK, which replaces SRN-PPI. Secondary sources say the two systems are connected: SRN-PPI supports management of climate-action information and SRUK focuses on carbon units. They also report that SRUK launched on 9 July 2026.
Our research did not find a detailed public description of SRN-PPI’s remaining legal role under the new SRUK regulation. Treat the split above as a working summary, and confirm details with the Ministry of Environment.
Who is affected
- Projects already in SRN-PPI. Their actions and units need a path into SRUK. Secondary sources describe transitional arrangements, including use of ministry electronic systems for a limited period.
- Forest carbon projects under Permenhut 6/2026. The forestry procedure points to SRUK, with a transitional ministry system while SRUK is refined. See Permenhut 6/2026.
- Buyers holding SPE-GRK issued before 2026. Check that holdings and retirements carried over correctly.
- Government reporting. National reporting on mitigation actions still draws on SRN-PPI information.
What it means for forest carbon developers and buyers
For developers, the practical tasks are:
- List what you have in SRN-PPI: action registration, results, certificates, transactions.
- Ask the relevant ministry how and when each record moves to SRUK, and whether anything needs re-approval.
- Reconcile with any international registry record (for example Verra) so quantities, vintages and boundaries match. Our SRUK vs Verra registry comparison sets out the differences.
- Keep the evidence behind each record, especially field and remote-sensing data, so questions during migration can be answered quickly.
For buyers, an SRN-PPI record alone is no longer enough for an exchange trade. Ask for the SRUK record. For older retirements, keep the SRN-PPI evidence in your claim file. The checks in our guide to buyer due diligence still apply.
Why the split matters
Splitting information on climate actions (SRN-PPI) from the recording of tradable units (SRUK) mirrors how international systems separate national inventories from credit registries. For a forest project, the action and its results stay visible to the government for national reporting, while the units that come from those results get their own ledger with owners, transfers and retirements. That separation should make it easier to show buyers that a tonne sold abroad is tracked separately from Indonesia’s own target accounting, once authorisation rules are fully in place.
Open questions
- Remaining legal functions. Which SRN-PPI functions are formally retained, and under which regulation, should be confirmed in the official texts.
- Data migration. Whether records migrate automatically or need project-by-project applications is not described in the sources we reviewed.
- Historical retirements. How past retirements recorded in SRN-PPI are shown in SRUK is unclear.

Frequently asked questions
What is SRN-PPI?
SRN-PPI (Sistem Registri Nasional Pengendalian Perubahan Iklim) is Indonesia's National Registry System for Climate Change Control. It records climate mitigation and adaptation actions and, until 2026, was the registry for carbon units traded in Indonesia.
Has SRUK replaced SRN-PPI?
For carbon trading, yes. POJK 10/2026 requires units traded on the carbon exchange to be recorded in SRUK, which replaces SRN-PPI for that purpose. SRN-PPI continues to manage wider climate-action information.
My project is registered in SRN-PPI. What should I do?
Confirm with the relevant ministry how your records move into SRUK and whether any re-approval is needed. Keep your design documents, verification reports and certificates ready for the transfer.
Were IDXCarbon units recorded in SRN-PPI?
Yes. Before 2026, IDXCarbon stated that a tradable unit had to be registered in SRN-PPI and take the form of PTBAE-PU or SPE-GRK. That requirement has now moved to SRUK.
