SPE-GRK: Definition
What is SPE-GRK? Indonesia's greenhouse gas emission reduction certificate, how it is issued and traded on IDXCarbon, and how forest projects qualify.
SPE-GRK (Sertifikat Pengurangan Emisi Gas Rumah Kaca) is Indonesia’s certificate of greenhouse gas emission reduction, issued for verified mitigation actions and representing reductions or removals in tonnes of CO2 equivalent. It is the offset unit traded on IDXCarbon, alongside PTBAE-PU allowances.
Why it matters
SPE-GRK is the main route for Indonesian projects to sell carbon units into the domestic market. Compliance companies can use them to offset beyond their allowance, and non-compliance companies can buy and retire them for voluntary claims. Understanding SPE-GRK is essential for any developer considering domestic sale or a dual-market strategy.
How it works
- A mitigation action is registered and its results measured, reported and verified under national rules.
- After verification, SPE-GRK is issued and recorded in the national registry, now SRUK.
- Units are listed and traded on IDXCarbon through its four mechanisms, or traded directly.
- Retirement for offset claims can be done through IDXCarbon.
Full details are on the SPE-GRK regulation page.
Indonesia and Southeast Asia angle
Many early SPE-GRK listings on IDXCarbon came from energy projects such as geothermal and power plant efficiency. Forestry projects face added steps: forestry permits or social forestry approvals, Permenhut 6/2026 procedures and alignment with FOLU Net Sink accounting. Projects already certified under international standards should check rules on recognition and self-recording in SRUK, and avoid issuing both international and domestic units for the same tonne.
Prices and demand for SPE-GRK depend on domestic buyers, mainly compliance and non-compliance companies in Indonesia. Developers should compare net returns from both routes, including fees, taxes and authorisation requirements, before deciding where to sell. Some projects may combine routes, selling part of their volume domestically and part abroad, if the rules allow it and units are tracked carefully.
Common mistakes
- Confusing SPE-GRK (offset) with PTBAE (allowance).
- Assuming SPE-GRK can be exported without authorisation.
- Double issuance across national and international registries.

Frequently asked questions
Can SPE-GRK be used for offsetting?
Yes. SPE-GRK is the offset unit on IDXCarbon. Retirement of SPE-GRK can be done through IDXCarbon, and a retired unit can be used for a GHG offset claim.
Is SPE-GRK the same as a Verra VCU?
No. SPE-GRK is an Indonesian national certificate. A project may hold international and national registrations, but the units are different and must not be double counted.
