POJK 10/2026: Amendments to Carbon Exchange Rules

Updated · 3 min read · By the akar.earth specialist team

POJK 10/2026 amends POJK 14/2023 from 6 July 2026: SRUK recording, wider carbon units, overseas units and consumer protection, explained for sellers.

POJK 10/2026 is the OJK regulation that amends POJK 14/2023 on carbon trading through the carbon exchange. Set on 2 July 2026 and applicable from 6 July 2026, its central change is that every carbon unit traded on the exchange must be recorded in SRUK, the new national carbon unit registry that replaces SRN-PPI for this purpose.

What POJK 10/2026 is

The full title is POJK Nomor 10 Tahun 2026 tentang Perubahan atas POJK Nomor 14 Tahun 2023 tentang Perdagangan Karbon melalui Bursa Karbon. It is an amendment, not a replacement, so POJK 14/2023 still applies where it was not changed.

Its stated legal bases include the capital markets law, the OJK law and Law 4/2023 on financial sector development and strengthening (UU P2SK), each as most recently amended by Law 4/2026, plus POJK 14/2023 itself. The amendment also brings the exchange into line with Perpres 110/2025, the current legal anchor for carbon trading.

OJK followed it with PADK 6/2026, technical rules covering carbon units, exchange operator governance, operations, internal control, licensing and reporting.

Who it applies to

  • The carbon exchange operator, currently the Indonesia Stock Exchange running IDXCarbon.
  • Every party trading through the exchange: compliance companies, voluntary buyers, project developers and foreign participants.
  • Indirectly, ministries that receive reports from the exchange and operate the registry.

What it changes

ChangeWhat it means in practice
Traded units must be recorded in SRUKRegistry status is a precondition for listing; SRUK replaces SRN-PPI for this role
Wider scope of “carbon unit”More unit types may qualify than the original two products; check PADK 6/2026 for definitions
Trading of overseas units not recorded in SRUKCreates a route for some foreign-registry units; conditions apply
Reporting by the exchange to the relevant ministryMinistries see exchange data, which supports NDC accounting
Consumer-protection principles for all partiesDisclosure and fair-dealing duties extend to everyone trading on the exchange
Transition of up to 3 monthsUnits recorded in a ministry electronic system could be traded until SRUK operated

Secondary sources report that SRUK itself was set up under Permen LH/BPLH 10/2026, effective 6 July 2026, and launched on 9 July 2026. That timing matched the government’s target of full national carbon market operation from 7 July 2026.

What it means for forest carbon developers

  1. Registry first. A forest carbon unit cannot be sold on IDXCarbon unless it is in SRUK. For forestry projects, Permenhut 6/2026 sets the route to recording: mitigation activity, measurement, validation and verification, then registration. Build your timeline backwards from SRUK recording.
  2. Data that travels. Project boundaries, monitoring plots and issuance records now need to line up across the international standard (if any), the forestry ministry system and SRUK. Inconsistent polygons or plot IDs are a common source of delay. Our dMRV implementation service designs data so it can be exported to each system.
  3. Disclosure duties. Consumer-protection principles mean claims about a unit (removal or avoidance, co-benefits, vintage) should be accurate and documented. Treat the project description as something a regulator may read.

What it means for buyers

  • Check SRUK status before trading. The registry record, not a marketing sheet, is the evidence.
  • If you are a foreign buyer, decide whether you need a unit authorised for international use with a corresponding adjustment. The exchange amendment does not answer that question by itself; the sector rules and the authorisation process do.
  • Use exchange retirement records to support your claims, and keep them with your offset documentation. See IDXCarbon trading mechanisms for how orders are matched.

Open questions

  • Which new unit types qualify? The “wider scope” is defined in the regulation and PADK 6/2026. We do not list unit types here because secondary sources do not give the full list.
  • Overseas units in practice. Whether units from international registries will list in volume depends on exchange rules and ministry positions still being worked out.
  • Consolidated rulebook. IDXCarbon’s own trading rules may be updated after POJK 10/2026. Check the exchange website for the current version.
  • SRUK readiness. Secondary sources report a launch, but interoperability with international registries was still being refined. Confirm current status with the registry operator.

Frequently asked questions

What is POJK 10/2026?

POJK 10/2026 is the OJK regulation amending POJK 14/2023 on carbon trading through the carbon exchange. It was set on 2 July 2026 and promulgated and applicable from 6 July 2026.

What is the biggest change in POJK 10/2026?

Carbon units traded on the exchange must be recorded in SRUK, the new carbon unit registry, which replaces SRN-PPI for this purpose.

Was there a transition period?

Yes. Until SRUK operates, the exchange may facilitate trading of units recorded in a ministry electronic system for at most three months after the regulation was promulgated.

Does POJK 10/2026 allow foreign carbon credits on IDXCarbon?

The amendment addresses trading of overseas carbon units that are not recorded in SRUK. The conditions are in the regulation and OJK's technical rules (PADK 6/2026), so check those texts before planning a listing.
