IDXCarbon vs International Registries

Updated · 4 min read · By the akar.earth specialist team

IDXCarbon vs international registries such as Verra, Gold Standard and ART: what trades where, who can buy, SRUK recording and how Indonesian projects choose.

Use IDXCarbon when you need to sell or buy Indonesian-recognised units (SPE-GRK offsets or PTBAE-PU allowances) under OJK supervision, for domestic compliance or for buyers who want a sovereign-recognised Indonesian unit. Use international registries such as Verra, Gold Standard or the ART Registry when your buyers are global voluntary-market or CORSIA buyers who expect those program labels. Many Indonesian projects will need to work with both, so design data and contracts for dual pathways early.

Key differences

Exchange versus registry. People often compare IDXCarbon with Verra, but they are different things. IDXCarbon matches buyers and sellers. Verra, Gold Standard and ART are standard bodies whose registries record issuance, transfer and retirement. The Indonesian counterpart of the Verra Registry is SRUK; see SRUK vs the Verra Registry.

Eligible units. Only PTBAE-PU and SPE-GRK trade on IDXCarbon. SPE-GRK are certificates of verified emission reductions issued under Indonesian procedures. International credits need recognition under domestic rules, for example through mutual recognition arrangements, before they could enter that system.

Retirement versus surrender. Retiring SPE-GRK to support an offset claim can be done through IDXCarbon. Surrendering PTBAE-PU for compliance cannot; that goes to the ministry. International registries handle voluntary retirement only.

Trading mechanisms. IDXCarbon runs four: Auction, Regular (Spot), Negotiated Market and Marketplace. See trading mechanisms.

When each fits in Indonesia and Southeast Asia

  • Indonesian compliance companies (for example power plants under PTBAE-PU) needing allowances or offsets: IDXCarbon.
  • Indonesian corporates with voluntary targets wanting a domestic, OJK-supervised retirement: IDXCarbon with SPE-GRK.
  • Exporters selling to international voluntary buyers: international registries, with domestic authorisation and SRUK recording where Indonesian rules require it.
  • Article 6 transfers: international transfers need government authorisation and possibly corresponding adjustments. See the Article 6 hub.
  • Elsewhere in SEA: other countries run their own exchanges and registries; Indonesia’s is one of the most regulated.

Cost and effort considerations

We do not quote fees. Consider:

  • Onboarding: IDXCarbon requires registration as a service user; foreign buyers may need an LEI or an Indonesian intermediary. International registries require account opening and KYC.
  • Double registration: projects that want both routes must manage records in SRUK and in an international registry without double counting.
  • Liquidity: a thinner exchange can mean wider price uncertainty. Indonesian credits already trade at a fraction of real abatement cost, according to BeZero, partly because of regulatory uncertainty.
  • Regulatory change: POJK 10/2026 applies from 6 July 2026; follow the regulation timeline.

Questions to ask before you choose

  • Who is the end buyer? An Indonesian compliance company needs SPE-GRK or PTBAE-PU on IDXCarbon. A European or Japanese corporate usually expects an international program label.
  • What claim will the buyer make? Offset claims against an Indonesian obligation, a voluntary net-zero claim and an Article 6 transfer each need different units and paperwork.
  • Does the project need government authorisation? Any unit leaving Indonesia for use against another country’s target needs it, whichever registry holds the credit.
  • Can your data serve both systems? Keep one project dataset with consistent boundaries, vintages and monitoring periods, so that a later move to dual registration does not force a new baseline or a second round of field measurement.

Common misconceptions

  • “IDXCarbon competes with Verra.” It competes with brokers and bilateral deals, not with standard setters.
  • “Any Indonesian credit can list on IDXCarbon.” Only SPE-GRK and PTBAE-PU recorded in the national registry trade there.
  • “SRN-PPI is still the registry for exchange units.” SRUK replaced it for units traded on the exchange.
  • “International credits avoid Indonesian rules.” Forestry carbon from Indonesian land still falls under Indonesian law, including Permenhut 6/2026.

Frequently asked questions

Is IDXCarbon a registry?

No. IDXCarbon is an exchange run by the Indonesia Stock Exchange and supervised by OJK. Ownership of units is recorded in Indonesia's registry, SRUK, which replaced SRN-PPI for exchange-traded units.

Can Verra credits be traded on IDXCarbon?

Only units that qualify under Indonesian rules, namely PTBAE-PU allowances and SPE-GRK offsets recorded in the national registry, trade on IDXCarbon. A VCU does not trade there simply because it exists on the Verra Registry.

Can foreign buyers use IDXCarbon?

IDXCarbon opened to international buyers in January 2025, either through direct registration or through an existing Indonesian IDXCarbon user acting as intermediary. Check current onboarding requirements on the IDXCarbon website.

How big is IDXCarbon?

IDXCarbon reports trading volume above 1.9 million tCO2e. That is small relative to Indonesian issuance on international registries, but it is growing as domestic rules mature.
