Afforestation: Definition

What is afforestation? Definition, how it differs from reforestation, how carbon standards treat it, and what it means for Indonesian ARR projects.

Afforestation is the establishment of forest on land that has not been forest for a long time, typically several decades or longer. It turns grassland, scrub or long-term farmland into tree cover and removes CO2 from the atmosphere as the new trees grow.

Why it matters

Afforestation is one of the three activities in ARR (afforestation, reforestation and revegetation). Because it creates new carbon stocks rather than protecting existing ones, it generates removal credits, which many buyers prefer for net-zero claims.

How it is defined and tested

The classic definition comes from the IPCC and the Kyoto-era CDM rules, which separated afforestation (land not forested for at least 50 years) from reforestation (land not forested on a more recent reference date). Modern voluntary methodologies such as VM0047 group both under ARR and focus instead on whether the land was cleared recently. A typical rule is that native ecosystems must not have been cleared within the 10 years before the project start, to stop developers clearing forest in order to replant it. See our guide to the 10-year land eligibility rule.

Evidence usually combines historical satellite imagery, land-cover maps and field checks.

Indonesia angle

In Indonesia most planting projects are technically reforestation or revegetation of degraded land, such as alang-alang (Imperata) grassland, abandoned shrimp ponds or worn-out plantations, rather than afforestation of land that was never forest. Imperata grasslands and degraded dryland in Nusa Tenggara are common candidates. Tenure must be clear, whether through a PBPH, social forestry permit or private title.

Common mistakes

  • Planting on natural grassland or savanna with its own conservation value. Afforesting non-forest ecosystems can harm biodiversity and soil carbon.
  • Assuming the word “afforestation” settles eligibility. The methodology’s own land rules decide.
  • Choosing fast-growing exotic monocultures without considering permanence and local livelihoods. Our species selection guide covers alternatives.

Afforestation is often confused with reforestation and revegetation, which together make up ARR. For project design, eligibility and species choice in Indonesia, start at our ARR hub.

Frequently asked questions

What is the difference between afforestation and reforestation?

Afforestation establishes forest on land that has not been forest for a long period, historically 50 years under IPCC and CDM definitions. Reforestation restores forest on land that was forested more recently but has since been cleared.

Can afforestation generate carbon credits?

Yes. Afforestation is part of the ARR project category and can earn removal credits under methodologies such as Verra VM0047, if the land meets eligibility rules.
