VM0047 vs AR-ACM0003
VM0047 vs AR-ACM0003 for ARR projects in Indonesia: baselines, additionality, remote sensing, tools, program status and which methodology to use now.
For a new voluntary-market ARR project in Indonesia, use VM0047: it is Verra’s current ARR methodology (v1.1, effective for all projects since 14 May 2025) and it is CCP-Approved. AR-ACM0003 is the older CDM consolidated methodology for afforestation and reforestation; it remains relevant for legacy CDM projects, for some programs that still reference CDM methods, and as a reference for Article 6.4 transition, but it is rarely the right starting point for a new VCS project.
Side-by-side comparison
| Attribute | VM0047 (Verra) | AR-ACM0003 (CDM) |
|---|---|---|
| Owner | Verra, under VCS | UNFCCC CDM Executive Board |
| Activities | Afforestation, reforestation, revegetation; stock enhancement where forest exists | A/R on lands except wetlands |
| Quantification approaches | Area-based (remote sensing plus plots) and census-based (tree count) | Plot-based sampling of strata |
| Baseline | Dynamic performance benchmark from matched control plots (area-based) | Project-specific baseline, typically fixed ex ante |
| Additionality | Performance benchmark (area-based); other tests for census-based | CDM combined additionality tool |
| Remote sensing role | Core: tracks vegetation change in project and control areas | Optional supporting role |
| Biomass and soil tools | Uses established equations and tools; see current version | AR-Tool14 (trees), AR-Tool16 (SOC), others |
| ICVCM status | v1.0 and v1.1 CCP-Approved | Not a VCS-program route to a CCP label for new projects |
| Typical use today | New VCS ARR projects, including grouped smallholder projects | Legacy CDM A/R projects, Article 6.4 transition discussions |
| Version risk | Active updates; check grace periods | Stable; CDM itself is being wound down |
Key differences
Baseline logic. AR-ACM0003 asks you to describe what would have happened on the project land and to fix that baseline for a crediting period. VM0047’s area-based approach compares change in a vegetative stocking index between project plots and matched control plots outside the project. If the wider landscape regenerates on its own, the benchmark rises and the project earns less. This is the main reason VM0047 is seen as more robust against overcrediting. Read more on the area-based approach and the census-based approach.
Additionality. AR-ACM0003 relies on investment or barrier analysis and common-practice tests through CDM tools. VM0047 builds additionality into the performance benchmark for area-based projects. For census-based projects it uses a different test, suited to smaller plantings where control-plot statistics are weak.
Data intensity. VM0047 needs a remote-sensing workflow, control plot selection and repeat analysis across the crediting period. AR-ACM0003 leans on field plot inventory, with AR-Tool14 for tree biomass and AR-Tool16 for soil organic carbon.
Program status. CDM is being wound down, and CDM A/R activities face a defined transition path under Article 6.4. Verra issued VM0047 to replace the use of CDM A/R methodologies within VCS. Check both the Verra and UNFCCC websites for current status rather than relying on older guidance.
When each fits in Indonesia and Southeast Asia
- New ARR on degraded land, ex-plantation or abandoned agricultural land: VM0047 area-based, provided you can find enough comparable control land in the same landscape. In Indonesia’s fragmented mosaics this usually means careful stratification by province, elevation and land history.
- Small plantings, village woodlots or boundary trees: VM0047 census-based, where each tree is counted and measured.
- Legacy CDM A/R projects in Indonesia: AR-ACM0003 remains the reference until the project transitions, renews or ends.
- Article 6 deals: watch how the Article 6.4 Supervisory Body handles removals methodologies. See the Article 6.4 mechanism guide.
Both methodologies require land eligibility checks. Under VCS ARR, the land must not have been cleared of native ecosystems in the ten years before the start date; see the 10-year rule.
Cost and effort considerations
We do not quote costs, since they depend on area, strata and audit scope. The trade-offs are:
- VM0047 area-based shifts cost to remote sensing and statistics: imagery processing, control plot matching, uncertainty analysis. It scales well once the pipeline exists.
- VM0047 census-based shifts cost to field labour: every tree needs measurement, which suits small areas and mobile tools.
- AR-ACM0003 concentrates cost in plot inventory and baseline documentation, with less ongoing remote-sensing work.
- Re-validation risk. VM0047 versions change. Under v1.0, pipeline listing as ‘Under Validation’ was needed by 31 December 2025 and registration by 31 December 2026. Build version risk into your plan.

Common misconceptions
- “VM0047 is just AR-ACM0003 with satellites.” The baseline logic is different. The dynamic benchmark changes how many credits a project earns when the surrounding landscape also changes.
- “Remote sensing removes the need for field plots.” VM0047’s area-based approach still requires plot sampling to calibrate stocks. See field plots vs remote sensing.
- “AR-ACM0003 projects can relabel as VM0047.” Moving methodology means re-validation against new requirements.
- “Any tree planting qualifies.” Land eligibility, additionality and permanence rules apply under both.

Frequently asked questions
Can new VCS ARR projects still use AR-ACM0003?
Verra positioned VM0047 as its ARR methodology and has moved away from CDM A/R methodologies for new VCS projects. Check the Verra methodology page for the current status and any grace periods before you start a PDD.
What is the main technical difference between VM0047 and AR-ACM0003?
AR-ACM0003 sets a project-specific baseline and tests additionality with CDM tools. VM0047's area-based approach uses a dynamic performance benchmark from remotely sensed control plots, which updates the baseline over time.
Is VM0047 CCP-Approved?
Yes. ICVCM approved VM0047 v1.0 and v1.1 as meeting the Core Carbon Principles Assessment Framework. Used under the VCS program, credits can carry the CCP label.
Does VM0047 still use CDM tools like AR-Tool14?
VM0047 refers to established tools and equations for some calculations, such as tree biomass. Check the version you apply for the exact tool references.
